Documentation and Operations Monitoring Unit

The Documentation and Operations Monitoring Unit is responsible for managing TAÇESE’s documentation, publications, and paperwork; coordinating strategic activities, annual reports, budgeting, movable assets, and financial affairs; ensuring the coordination of legal and regulatory affairs; overseeing information technology and social media monitoring; and providing secretarial services.

Duties and responsibilities:

a) To ensure the timely and accurate execution of registration and archiving services for the Institute's incoming and outgoing documents.

b) To determine the Institute’s medium and long-term strategies and policies, and to establish its objectives in coordination with the TÜSEB Strategy Development Department, within the framework of national development strategies, annual programs, and Presidency/Ministry programs; to ensure coordination with other units to develop performance and quality criteria in areas within the Institute's scope, to conduct necessary studies, to report findings, and to perform secretarial services.

c) To collect, analyse, and interpret information and data regarding the management of the Institute, service development, and performance; to prepare the Institute's annual activity report based on the unit activity reports submitted by the Institute's units, for submission to the TÜSEB Strategy Development Department.

d) To prepare a detailed expenditure program within the framework of budget principles and procedures determined by the relevant legislation; to prepare the Institute's budget, including budget estimates for the following two years in line with service requirements, the strategic plan, and the annual performance program; and to monitor and evaluate the compliance of Institute activities with these plans.

e) To maintain the Institute's budget records, collect and evaluate data regarding budget implementation results, and prepare the final budget accounts and financial statistics when necessary.

f) To accrue Institute revenues and carry out follow-up and collection procedures for revenues and receivables in accordance with the relevant legislation, when required.

g) To carry out and finalize the financial affairs and transactions of the Institute that require follow-up before TÜSEB.

h) To provide necessary information and consultancy to the Head of the Institute and spending authorities regarding the implementation of financial laws and other related legislation.

i) To prepare, as necessary, summary tables regarding the movable and immovable assets owned by or under the disposal of the Institute.

j) To establish a regular and continuous archive for legislative studies conducted within the Institute; to coordinate the review of Institute legislation by the Presidency and other departments when required, and to provide secretarial services.

k) To manage the Institute's publication and library services; to monitor social media accounts and manage the official website; to perform coordination and monitoring duties with other units regarding the execution of these services.

l) To plan and ensure the execution of the Institute's press and public relations activities in coordination with TÜSEB and other relevant units.

m) To prepare and publish periodical publications within the scope of the Institute's activities.

n) To publish or commission the publication of visual, auditory, and written documents on subjects within the Institute's field of duty; to encourage and support studies in this field.

o) To compile documents related to activities such as trainings, seminars, courses, and symposiums organized by the Institute; to convert them into publications, and to carry out their printing and distribution.

p) To cooperate with public, non-governmental, and private sector organizations regarding materials to be published on subjects related to the Institute’s field of duty.

q) To carry out the business and operations related to the Science Boards within the Institute.

r) To create, maintain, and ensure the up-to-dateness of necessary records and documents related to the field of duty.

s) To contribute to the Institute's operations in adherence to its corporate vision, mission, and ethical rules.

t) To fulfill other duties assigned by the Head of the Institute.
